Message from Vice Mayor Ann O'Brien

I’m excited to share that I received a response from the letter I sent last week to Vice President JD Vance stressing the importance of federal partnerships. The White House Intergovernmental Director, Christine Glassner, called me directly to discuss my concerns.

During our conversation, I explained that, in the fall of 2024, Phoenix received preliminary approval for a $292 million grant to supplement our local investment of $321 million to build the North Gateway Advanced Water Purification Facility.

The project would reduce reliance on the Colorado River and support the Taiwan Semiconductor Manufacturing Company (TSMC) in northwest Phoenix, which will create tens of thousands of jobs. On March 11, we were notified the $292 million federal grant was being reviewed with no timeline provided.

Christine Glassner is a former mayor who understands how critical federal funding is to cities. She asked me to provide more details about the North Gateway Advanced Water Purification Facility and promised to personally follow-up. Rest assured, I will be following up, as well!

In honor of National Library Workers Day, I visited the Agave and Cholla branches in District 1. In addition to thanking employees and delivering flowers, I met a delightful young reader named Stephen who’s participating in a wonderful program offered through the Phoenix Public Library. It’s called 1000 Books Before Kindergarten. That number may sound daunting, but if you read one book a day with a child, you can reach 1000 books in three years.  Stephen, the young reader I met, has read 940 books with his family! Awesome job Stephen!

For the second consecutive year, I attended the Phoenix Global Forum hosted by the International Economic Forum of the Americas and Phoenix Sister Cities. The forum, held over two days at the Phoenix Convention Center, brought together experts, thought leaders and decision makers to address global challenges and transformative topics, including artificial intelligence, energy transition and biotechnology. The event also showcases Phoenix’s role as an emerging center of innovation.

Finally, I want to acknowledge National Fair Housing Month. Every April, the National Association of Realtors commemorates the passage of the Fair Housing Act of 1968. I visited the offices of the Phoenix Association of Realtors, along with Mayor Kate Gallego and District 8 Councilwoman Kesha Hodge Washington to present a proclamation in recognition of Fair Housing Month and emphasize the City’s commitment to expanding home ownership opportunities and supporting inclusive communities.

Now you can try a new way to put food scraps to good use at home. Mill's food recycler is no larger than a typical kitchen trash can. It accepts fruits, vegetables, grains/breads, meat, eggshells, and more. The device works automatically while you sleep to turn the food scraps into dehydrated grounds. Every month, R.City collects Food Grounds from Phoenix homes, schools, and offices — turning them into compost for local farms. April is Sexual Assault Awareness Month

April Sexual Assault Awareness Month.pngThe City of Phoenix recognizes April as National Sexual Assault Awareness Month, and we invite you to join us to bring awareness to sexual violence and show support for survivors.

In 2019, the City launched a public education campaign, Let's Talk Teal. The Strategic Initiatives team, which leads the efforts, hosts activities and shares resources to encourage the public to have important conversations to prevent sexual violence.

Denim Day

Denim Day.pngThe Denim Day story began in Italy 1992, when an 18-year-old girl was raped by the 45-year- old driving instructor. He took her to an isolated road, pulled her out of the car, removed her jeans and forcefully raped her.

Although the perpetrator was convicted, years later, he appealed the conviction claiming that the sex was consensual, leading the Italian Supreme Court to overturn the conviction and release the perpetrator. A statement from the Court argued that because the victim was wearing very tight jeans, she had to help remove them, and by removing the jeans it was not rape but consensual sex. This became known throughout Italy as the “jeans alibi.”

Enraged by the verdict, the women in the Italian Parliament launched a protest wearing jeans on the steps of the Supreme Court. This protest was picked up by international media, and Denim Day was born. Denim Day has continued around the world annually to challenge myths about why people are raped and to stand in support of survivors.

 

What Were You Wearing Exhibit

What Were You Wearing.pngThis April, in observance of Sexual Assault Awareness Month, Burton Barr Central Library’s Central Library will host a poignant art installation titled, “What Were You Wearing?” The exhibit, which runs from April 1 to May 1, 2025, is a collaborative effort with the City of Phoenix Let’s Talk Teal initiative and the Arizona Coalition to End Sexual and Domestic Violence (ACESDV). 

“What Were You Wearing?” is a moving exhibition featuring recreations of the clothing worn by local sexual assault survivors at the time of their assaults. Each piece tells a powerful story, challenging the victim-blaming narratives survivors often endure when they come forward. This installation aims to foster empathy, raise awareness, and break down the harmful myths that perpetuate sexual violence.

City Unveils New Parking App: ParkPHX

Parking PHX Graphic.pngThe City of Phoenix recently launched ParkPHX, a web-based application dedicated to making finding parking downtown easier than ever. ParkPHX is designed to provide easy access to information on all public parking facilities in one convenient location—helping users find parking based on what matters most to them, from cost to electric vehicle charging stations.  Along with information on each public parking facility, such as ADA access, EV inventory, and height limits, ParkPHX will also provide integrated parking reservations and dynamic pricing for participating partner facilities. The web-based application is intended to allow all demographics to easily access the tool. Reserve your parking ahead of time the next time you visit downtown at parkphx.com!

Cactus Park Crime Update

The officers of the Cactus Park Precinct actively work to address criminal activity in our community, and we like to highlight a small fraction of this work with you, our community and business leaders. Regularly, the showcased examples start from a call for service from an engaged community member like you.

Here’s the latest update from Cactus Park Precinct:

On April 9th, 2025, as part of Cactus Park Precinct’s crime suppression operation, the Motor Unit conducted a large scale, one day, traffic impact plan.  This plan focused on the southern portion of our precinct from 43rd Avenue to Black Canyon Freeway.  Results as follows:

  • 137 Traffic Stops
  • 116 Citations
  • 21 Educational Contacts
  • 7 Vehicle tows
  • Top speed: 94 mph in a 40 mph zone

This is an incredible number of traffic stops by the Motor Unit. We appreciate their commitment to traffic safety in Cactus Park Precinct.

On March 25th, patrol team members attempted to stop a vehicle in the area of 2700 West Camelback Road.  The vehicle fled from officers at a high rate of speed and was lost.  Using Real-Time Operations Center field technology, the Cactus Park Precinct Real-Time specialist located the vehicle traveling north on 19th Avenue from Glendale.  This information was relayed to patrol and tactical units who began responding to the area.  The suspect fled from the vehicle on foot and was apprehended in the area of 1500 East Peoria Avenue.  Great work by our Real-Time Operations Center specialists and our responding patrol and tactical teams!

On March 13, 2025, Neighborhood Enforcement team officers learned of an individual carrying and selling large quantities of drugs along the 27th Avenue corridor.  Officers located the suspect in the area of the I-17 and Glendale Avenue where he was apprehended.  The following was located as a result of this arrest:

  • 1 kilo fentanyl powder
  • 1 handgun
  • 1,000 cash

City Launches Community Survey

Zencity Feedback - IG Square.pngThe City of Phoenix is ready to launch the community survey. This survey asks questions on a wide range of topics around life in our community, from what residents think is working, to where they see a need for improvement, providing feedback that is used to calculate ongoing satisfaction scores. The survey is one more way to gather information from residents in our effort to more holistically understand neighborhood issues and enhance our responsiveness to community priorities.

The survey takes less than five minutes to complete and is available in both English and Spanish. The survey system sets response targets based on Census data to ensure community representation. Survey responses will be anonymous.   

The survey is served up to residents on various websites and social media platforms. Residents can also respond to the survey directly with this link.

We’ve also created a survey landing page on Phoenix.gov to answer questions, including the security and privacy of the survey.

 

 


News From Deer Valley Unified School District

Boulder Creek High School Freshman Wins National Speech Competition

IMAGE_6.jpegGenevieve Curtis, a freshman at Boulder Creek High School, won the national championship (1st place) in the 4th National Chinese Speech Contest on March 29 hosted by the American Academy of International Culture and Education (former Chinese program of College Board).

This is an incredible achievement that reflects her dedication to mastering the Chinese language and public speaking and her deep exploration of Chinese Culture. Fellow Boulder Creek students, Natalia Salazar and Abriella Seils won the Honorable Mention in this contest.

Notably, this marks the third consecutive year Boulder Creek High School has defended the championship title, a testament to the excellence of our students and the dedication of our Mandarin Immersion Program.

WESD Now Enrolling for Summer Kindergarten Program

wesd_jumpstart.jpgRegistration for our free, four-week, half-day kindergarten readiness program, Jumpstart, is now open! Available at 27 locations in the WESD, the program will be offered this summer from May 27 to June 19. During the program, children will make friends, learn kindergarten routines and practice kindergarten readiness skills. Free breakfast and lunch are also included!

To participate in the program, children must be registered for kindergarten in a WESD school for the 2025-2026 school year. Kindergarten registration can be completed online at www.wesdschools.org/kindergarten or in-person at the WESD Welcome and Registration Center, located at 3200 W. Cholla Ave.

Greenway High School

Last week, the Greenway freshman and sophomore track athletes brought the heat at the District Championships. The Boys team finished a close second, while the Lady Demons claimed 4th place overall in a highly competitive field.

Dylan Marquez and Kelsey Turley each took home district titles in the 1600, and Nico Raceete captured gold in the 3200. Marquez and Raceete also teamed up with Martin Mac and Isaac Lopez to win the Boys 4x800 Relay.

Silver medals went to Marquez in the 800, Victoria Valencia in the 200, and Herbert Holmes in both shot put and discus. The Lady Demons’ 4x800 and 4x400 relay teams also earned second-place finishes.

Additional medalists included Korina Rivera, Martin Mac, Emerson Ward, Logan Edwards, Mia Rueda, Chris Roades, Jessianna Kneisteadt, and the Girls 4x100 Relay team.

 

Cortez High School

Earlier this month, Cortez High School’s JROTC program held its annual awards ceremony, celebrating the achievements and dedication of its cadets. The event recognized outstanding individuals with honors from external Veteran Support Organizations, as well as awards at the unit level.

The highlight of the ceremony was the announcement of the Student Leadership Triad for the 2025–2026 school year. Congratulations to the newly appointed leaders:

  • Cadet Commander Juan Carrillo – Commander of Colt Company
  • Cadet Lieutenant Commander Hyr Pulver – Executive Officer (XO)
  • Cadet Command Master Chief Hector Oroxom Saj – Command Master Chief

These cadets represent the best of Cortez JROTC’s values of leadership, discipline, and service.

 

Moon Valley High School

Moon Valley High School students achieved strong results at the Future Business Leaders of America (FBLA) State Leadership Conference.

Johnny Doan earned first place in the Computer Problem Solving category, while Charlie Hopeman placed second in Supply Chain Management. Junior Soren Strauss also qualified for the FBLA National Leadership Conference after advancing in the Personal Finance category.

These results reflect the strength of Moon Valley’s career and technical education programs as students prepare for future academic and professional success.
