In January 2015, the City of Phoenix initiated the Abatement Lien Program (ALP), the first government program in the state to address problem properties and delinquent blight liens through foreclosure action. Properties for which a foreclosure judgment has been received are auctioned by the Maricopa County Sheriff’s Office for a minimum bid set at the amount owed to the City of Phoenix. Through this process, the ALP program has been very successful in facilitating the transformation of previously neglected properties into neighborhood assets.
