The City of Phoenix Neighborhood Services Department (NSD) has vacant land in targeted areas to be redeveloped into affordable infill housing. The process in which NSD disposes of its land is done through a Request for Proposal (RFP). This is an open and competitive bidding process intended to create a level playing field for all Proposers, assure that contracts are awarded in public, and protect the integrity of the selection process.
